What is the International Heliophysical Year?

From Crooker, Eos, Vol. 85, No. 37, September 14, 2004 (here is the .pdf article):

Definition:
"The new word "heliophysical" - not to be confused with the more limited "heliospherical", meaning primarily "solar wind" - should not only embrace atmospheric and solar-terrestrial physics but also include studies of other planets, the outer reaches of the heliosphere, and its interaction with the interstellar medium."

Initiatives:
IHY themes include two focuses, one being the "comparative heliophysical studies, for exemple, of planetary magnetospheres and ionospheres from the Hubble Space Telescope. Comparative studies are a niche not currently filled by mission-oriented projects and could provide opportunities for scientists from emerging nations to join teams proposing for viewing time or support for data analysis."

"The working group on magnetospheres and ionospheres proposed to complement two major IHY initiatives that would integrate theory and modeling with observations, and leave as a legacy the elevation of modeling to a mature research tool. Supporting the concept of comparative planetary studies, one initiative would focus on areas like auroral dynamics, storms, substorms, and radiation environments at different planets."

IHY North American Community Science Planning Workshop,

Boulder, CO, 16-18 February 2005.

On the fiftieth anniversary of the International Geophysical Year (IGY) an
international program of scientific research will be conducted, focusing
on fundamental global questions of Earth and space science, called the
International Heliophysical Year (IHY). Plans are now complete for a
workshop to discuss the IHY. The meeting will be held February 16-18,
2005 at the Millennium Harvest Hotel in Boulder, Colorado. Participation
of the full science community is encouraged. Poster presentations
describing suggested IHY research topics are also encouraged.

During the Workshop a wide range of topics will be addressed, including:
current plans for the IHY, coordination with other international
activities, research goals, and funding strategies. For more information,
contact a member of the Science Organizing Committee (listed at
